job xml reporting all configurations as id -1

I retrieved job xml with StarexecCommand:
getjobxml id=2346 out=foo.zip
and all the config-ids are -1. They occur the correct number of times (once per solver config in the job), but are obviously incorrect values.
That's the SMT-COMP Heat0 QF_LIA job. (Although others seem to do the same thing, too.)
