queue not fully used Empty queue not fully used

I have a few jobs running on all.q, some with a few thousand job-pairs. Some jobs (e.g. 1668) seem to stop just short of complete, with a job pair or two listed as enqueued but never run. I understand there might be contention that would starve a particular job-pair for a while, but when I look at the cluster status I see that some nodes as active, but are not executing anything. What is happening?
