upload solver (by pulling from URL) seems broken

the web gui has an option for uploading a solver by giving an url.
I have never seen this work, and always get

> http 500 - internal server error - loading - Failed to upload new solver.

Hmm, I thought we had this working again. The error message is unhelpful, unfortunately. We will try to investigate (though there are quite a few other things on our plate).

This *is* somewhat inconvenient because I am building the binary remotely, the build machine has good network connection, but my dev machine has not.

Thanks for the bump on this. We will take a look -- I do not recall what the problem was before, but we should get it fixed.
